    Study on evaluation of International Science and Technology Cooperation Project (ISTCP) in China

    This paper presents an overview of evaluation of ISTCP in China. We discuss briefly the history of evaluation and the strengths and weaknesses of different assessment systems. On this basis, with Analytical Hierarchy Process (AHP), we establish evaluation indicator system for ISTCP that includes research project establishment evaluation, mid-period evaluation system, effect evaluation system, and confirm the value of each indicator. At the same time, we established expert database, project database, research organization database, researcher database etc. We therefore establish an evaluation platform for international science and technology cooperation project. We use it to realize full process supervision from evaluation expert selection to project management

    Bridging the Gap between Pre-Training and Fine-Tuning for End-to-End Speech Translation

    End-to-end speech translation, a hot topic in recent years, aims to translate a segment of audio into a specific language with an end-to-end model. Conventional approaches employ multi-task learning and pre-training methods for this task, but they suffer from the huge gap between pre-training and fine-tuning. To address these issues, we propose a Tandem Connectionist Encoding Network (TCEN) which bridges the gap by reusing all subnets in fine-tuning, keeping the roles of subnets consistent, and pre-training the attention module. Furthermore, we propose two simple but effective methods to guarantee the speech encoder outputs and the MT encoder inputs are consistent in terms of semantic representation and sequence length. Experimental results show that our model outperforms baselines 2.2 BLEU on a large benchmark dataset.Comment: AAAI202

    Anomalous excitonic phase diagram in band-gap-tuned Ta2Ni(Se,S)5

    During a band-gap-tuned semimetal-to-semiconductor transition, Coulomb attraction between electrons and holes can cause spontaneously formed excitons near the zero-band-gap point, or the Lifshitz transition point. This has become an important route to realize bulk excitonic insulators -- an insulating ground state distinct from single-particle band insulators. How this route manifests from weak to strong coupling is not clear. In this work, using angle-resolved photoemission spectroscopy (ARPES) and high-resolution synchrotron x-ray diffraction (XRD), we investigate the broken symmetry state across the semimetal-to-semiconductor transition in a leading bulk excitonic insulator candidate system Ta2Ni(Se,S)5. A broken symmetry phase is found to be continuously suppressed from the semimetal side to the semiconductor side, contradicting the anticipated maximal excitonic instability around the Lifshitz transition. Bolstered by first-principles and model calculations, we find strong interband electron-phonon coupling to play a crucial role in the enhanced symmetry breaking on the semimetal side of the phase diagram. Our results not only provide insight into the longstanding debate of the nature of intertwined orders in Ta2NiSe5, but also establish a basis for exploring band-gap-tuned structural and electronic instabilities in strongly coupled systems.Comment: 27 pages, 4 + 9 figure

However, during its rapid development, it has encountered the problem of information overload, which has troubled many users. In this paper, we mainly focus on the task of tweet recommendation to address this problem. We extend the session-based temporal graph (STG) approach as Topic-STG for tweet recommendation which comprehensively considers three types of features in Twitter: the textual information, the time factor, and the users' behavior. The experimental results conducted on a real dataset demonstrate the effectiveness of our approach

    Abstract Top-k approximate querying on string collections is an important data analysis tool for many applications, and it has been exhaustively studied. However, the scale of the problem has increased dramatically because of the prevalence of the Web. In this paper, we aim to explore the efficient top-k similar string matching problem. Several efficient strategies are introduced, such as length aware and adaptive q-gram selection. We present a general q-gram based framework and propose two efficient algorithms based on the strategies introduced. Our techniques are experimentally evaluated on three real data sets and show a superior performance
